Scope activation and calculation explicitly in time and geography
Time Window and Geography are distinct governed scope dimensions. Campaign, Tactic, Action, Offer and Formula scope relationships are explicit and do not rely on free-text dates or locations.
What goes wrong without it
Two reports can describe the same activity and disagree entirely because one covers a different window, or a different market, than the other. Free-text dates and place names put that scope beyond the reach of any check, so the two compare cleanly and wrongly. Time and place are dimensions with a boundary and a basis, not labels on a record.
What proves it — 1
Each is a gate the build runs: a check inside a ring, a whole ring, or an eval beside them. A build stops at the first that refuses.

Where this model stands
Time Window and Geography are registries of their own rather than labels on another kind.
A Campaign must name the window it runs in, and a Tactic may inherit its Campaign's.
A formula names the window it is computed over. That is a different claim from the window a campaign, tactic, action or offer is in force during, and it carries a different verb, so one word no longer means two things.
What it does not claim
No Time Window or Geography record is public until a source provides durable identifiers, boundaries, time basis or geographic reference as applicable.
