Model offer as the governed value exchange
Offer is a distinct governed value exchange with terms, eligibility and validity. A Campaign may set an Offer and an Action may require it; neither a Campaign, Tactic nor creative asset becomes an Offer by implication.
What goes wrong without it
An offer has terms, eligibility and a validity window; a campaign, a message and a creative do not. Left implicit inside the creative that carries it, the same discount is re-described in every asset that mentions it, and no one can answer afterwards what was promised, to whom, or until when.
What proves it — 1
Each is a gate the build runs: a check inside a ring, a whole ring, or an eval beside them. A build stops at the first that refuses.
